The Role:
* Produce professional procurement services and develop solutions for critical procurement decisions that have high value impact on the organization.
Key Job Accountabilities
1. Achieve complex and critical purchasing activities requiring high procurement expertise, such as shutdowns, plant emergencies, services to ensure quality, cost and time targets.
2. Develop effective procurement plans and apply relevant sourcing tools and techniques to identify suitable suppliers and communicate with them for assigned commodities, prepare Bidders List and issue requests for quotations or tenders.
3. Review, analyze and evaluate all technical and commercial quotations regarding specific commodities such as mechanical, electrical, instrument, chemicals, etc.
4. Identify new suppliers, market trends and provide reports on availability, costs and product development for the assigned commodities.
5. Identify and implement solutions for complex and critical purchasing problems, variations, and dispute issues, with an appreciation of the overall value-effectiveness of solutions.
6. Recommend improvements for purchasing procedures and practices to enhance effectiveness and efficiency of operations.
7. Negotiate prices, terms & conditions and delivery through the demonstration of advanced techniques, gathering unique data and understanding the technicality of the requirement to satisfy Qatargas business requirements and targeted savings.
8. Establish ethical relationships with suppliers and vendors to ensure the most cost effective solutions.
9. Establish commercial commitments between Qatargas and suppliers to procure required materials up to a value according to the ToFA.
Essential Skills / Qualifications:
Qualifications
* Bachelor degree in Engineering, Science, Commercial discipline or equivalent.
Knowledge and/or Experience
* 7 years' direct experience in purchasing/procurement within the oil and gas industry.
Technical and Business Skills
* High standard of written and spoken English.
* Excellent in written and spoken English.
* Computer literacy (MS Office) including the use of software applications, including SAP.
* Strong Planning and target delivery skills.
* Ability to communicate in a highly effective manner with internal/external clients.
