Job Title: Project Cost Engineer

Location: UK & France (More France)

Duration: Permanent Position

Salary: Competitive + Good Allowances

The Role:
Based in France for a period of 2 years as a Project Cost Engineer you will undertake the following duties but not limited too:

  • Obtain cost updates from the financial system SAP of actual costs expended on the project and issue standard weekly cost reports to all key project stakeholders
  • Complete a full bottom up forecast update on a monthly basis utilising a standard PCCT tool; ensure profiles are based on latest P6 Progressed Schedule; hold formalised forecast reviews (budget holders + final EAC review with project leads)
  • Analyse project resource demands/availability
  • Update of actual and remaining labour (man-hours) and non-labour (subcontract, COTs procurement, expense and sundry) costs in PCCT
  • Undertake a Value of Work Done (VOWD) assessment on all live outsourced work, with a particular emphasis on major subcontracts
  • Production of timely and accurate internal (e.g. project dashboard and weekly cost reports) and external (client prescribed) cost reports with comparisons of actual costs expended versus budget and forecast and describe any variances there in
  • Perform Earned Value & Resource Demand analyse
  • Support the production of quotations for variations under the contract and ensure the project budgets in the PCCT, Cost Reports etc. are updated following approval.
  • Support the Risk & Opportunity process, in particular in reporting Risks and Opportunities and ensuring Best Case, Most Likely and Worst Case scenarios for each are established with the PM and wider project team
  • On reimbursable/ target cost/ framework (open book) contracts, produce detailed payment applications for submission to the client.
  • Act as the point of contact with the client to process approved payment applications from the client, ensuring finance raise the sales invoice quickly and the client pays on time and any blockages are resolved quickly; produce cash inflow/ WiP reports as and when require
  • Facilitate the processing and approval of supplier and subcontract invoices and payment applications and complete "Goods Received Notes" (GRNs) to formally acknowledge receipt of materials on site.
  • Regularly review, report and advise project and operational leaders of the resource demand required for cost control activities on the TAC project compared to the current allocated cost control resources on the TAC project and advise of any shortfall or surplus therein (this will support the clients load capacity planning process called RMM Resource Management Meeting).
  • Should additional more junior cost control resource be required on the TAC project, task and line manage such resources including a suitable delegation of less complex cost control activities and provide appropriate training, mentoring and performance measures of staff via the company PDR process.

Essential Skills / Qualifications:

  • Must be Willing to Work and Live in France for a period of 2 years with trips back to the UK offices.
  • Demonstrate world class knowledge and experience of Cost Control
  • 5 to 10 years experience directly in project cost control working on complex, £100m +, multi-disciplined projects in a highly regulated and complex industry
  • A working knowledge of using Primavera P6 software
  • Fully conversant in all aspects of Earned Value Analysis (EVA)
  • Very good understanding of project management principles and processes
  • Experienced and able to manage effectively a small functional team
  • HNC/HND in engineering or similar
  • Strong understanding of all project controls (including Cost Control, estimating, change control and risk management)
  • Excellent data manipulation skills, particularly within MS Excel, MS PowerPoint, MS Access & MS Visio
  • Excellent IT skills (Microsoft, Outlook, P6, MSP, SAP experience essential, Interface/ Data Warehouse databases), numerical analytical and organisational skills; Visual Basic for Applications (desirable)
  • Good spoken and written English
  • Qualified to graduate level in an engineering or similar based degree (desirable)
  • Experience within the Nuclear Industry essential and wider industries desirable (Rail, Highways, Power, Oil & Gas, Pharmaceuticals)
