The Role:
About the role:
Reporting to the Quality Assurance & Asset Integrity Manager, the Quality Assurance Engineer is primarily responsible for supporting the C&P Team during procurement activities through Quality Control Coordination and deployment of Third Party Inspectors (TPIs) to supplier/ manufacturer facilities in line with Review/ Witness/Hold points as per Purchase Order requirements and/or approved Inspection &Test Plans ITPs.

Main responsibilities:

1) Specifying QA requirements for vendor equipment and/or service including:
* Provision of content and/or review of QA requirements for RFIsor
* Evaluation of suppliers' responses (including clarifications and exceptions) and requests applicable to QA related content in RFIs/RFPs/RFQs, and provision of responses;
* Provision of QA requirements (via contract/PO/call-off with equipment supplier) for well equipment orders and verification that QA requirements are correctly stated (e.g. ensuring no conflict between Equipment Specification QA requirements and other contract wording);
* Specifying QA requirements for equipment to be rented, assembled or serviced;
* Provision of requirements for surveillance inspection assignments to be undertaken by Nominated Inspection Body (NIB);
* Evolving company's material commodity catalogue to ensure QA/QC and quality verification documentation requirements are adequate for the parts;
* Review and evaluation of supplier proposals;
* Support Procurement in evaluating suppliers' QA/QC proposals in bids and making recommendations based on findings;
* Reviewing and endorsing suppliers' QCPs applicable equipment, including mark-up for NIB surveillance inspection activities for Hold/Witness/Review/Monitor points;
* Reviewing and endorsing Inspection Matrices submitted by the supplier and liaising with the Project Engineer or Discipline Engineer on any issues arising from the review;
* Copying Project Manager or Discipline Engineer on all endorsed QCPs returned to the supplier.

2) Verification of procured equipment or services through the following:
* Participation in pre-production meetings (PPMs);
* Ensuring that the NIB is presented with the relevant purchasing documentation and relevant Equipment specification details prior to PPM;
* Ensuring surveillance inspection is planned, arranged and conducted for critical steps in the manufacturing, test, assembly and service provision (where surveillance is required) including:
* Reviewing NIB Inspection Reports to ensure supplier is performing work in accordance with requirements and issues raised are closed out;
* The reporting requirements have been followed.
* Ensuring NIB service provider man-hour charges are checked and correctly applied;
* Assisting in the measurement of NIB performance;
* Reviewing Supplier Quality documents (SDR codes H, J, K & L);
* Reviewing Criticality Assessments, exceptions, Deviation Requests and Concession Requests, in conjunction with the Discipline Engineer. Advising or giving opinion to the Discipline Engineer on whether exceptions, deviations and concessions should be accepted or rejected;
* Assisting in the measurement of supplier performance;
* Confirming that the final data package is in accordance with the technical documentation requirements that apply to the contract/order;
* Participating in supplier audits and conducting manufacturer/supplier facility surveillance visits for conformity assessment purposes;
* Participation in Root Cause Analysis or other form of failure/problem investigation and recommending or implementing corrective actions;

Qualifications & Experience:

* Preferably hold a 3rd level Degree or Diploma in engineering from a recognized university;
* Extensive upstream oil & gas industry experience in QA QC activities covering green and brown field projects;
* Experience relating to upstream surface oil processing and transportation design and fabrication. Also experience in drilling and completion materials manufacture and testing would be advantageous;
* Must have a minimum of 10 (ten) years' international experience working in countries having similar characteristics and conditions to Chad or countries other than the United States, Canada and United Kingdom;
* Lead Auditor in ISO 9001 with extensive project audit experience;
* Possess a working knowledge of common oil industry Quality Management Assurance Standards, i.e. ANSI, API, ASME, ISO, NACE, DS1, DS2, etc;
* Fluency in English (speaking and writing) with good communication skills and with the ability to work in a multicultural environment;
* Preferably hold QC technical qualifications in welding and NDT at level 2
* Preferably hold CSWIP Level 2 Welding inspector certification;
* Preferably hold at least one QA professional membership such as IRCA,
* ASQ, MIAQP, CQI etc.
